Recognised as the largest Open University of the World, the Indira Gandhi National Open University is the first University in India to launch Convergence as well as Community College Scheme.
With an aim to democratise the higher education by taking it to the doorsteps of the learners, IGNOU was established by an Act of Parliament on September 20, 1985, with a budget of Rs. 2,000 crore. It was started to provide access to high- quality education to all those who seek it irrespective of age, region, religion and gender and to offer need-based academic programmes by giving professional and vocational orientation to the courses. An important aim of the University is to promote and maintain standards in distance education in the country as an apex body.
The University strives to increase the Gross Enrolment Ratio (GER) by offering high-quality teaching through the Open and Distance Learning (ODL) mode. It is the only National Open University in the country with its headquarters in New Delhi. The University began by offering two academic programmes in 1987, i.e. Diploma in Management and Diploma in Distance Education, with a strength of 4,528 students. Today, it serves the educational aspirations of over 4 million students in India and other countries.
The University offers both short-term and long-term programmes leading to Certificates, Diplomas, Advanced Diploma, Associates Degree and Degrees, which are conventional as well as innovative. Most of these programmes have been developed after an initial survey of the demand or such Programmes. The ‘Walk-in-Admission’ scheme of the University provides great flexibility to the admission schedule. This is evident from the growing popularity of IGNOU, both in India and abroad. Given the vast size of the country, need for local centres became imperative to meet the requirements of students regionally. IGNOU has now started its de-centralisation process by setting up five zones, viz. north, south, east, west and north east. The first of the regional headquarters, catering to four southern States, Puducherry, Andaman and Nicobar Islands and Lakshadweep is being set up on the outskirts of Thiruvananthapuram in Kerala.
The Regional Centres (56), IGNOU-Army Recognised Regional Centres (6), IGNOU-Navy Recognised Regional Centres (4) and IGNOU-Assam Rifles Recognised Regional Centre (1) are responsible for the promotion of the Open University system; development, maintenance and monitoring of Study Centres and Student Support Services; and organisation of staff development programmes in the region.
IGNOU has consistently got acknowledged as a premier centre of learning in the field of distance education. In the year 1993, it was recognised as a Centre of Excellence in Distance Education by the Commonwealth of Learning. It was awarded with the Excellence of Distance Education materials by Commonwealth of Learning in 1999. UNESCO declared IGNOU as the largest institution in higher learning in the world in 2010. Over the years, IGNOU has lived up to the country’s expectations to provide education to the marginalised sections of society. Free of cost education is being provided to all jail inmates across the country. A large number of SC/ST students have been admitted to various programmes of the University. One of the biggest contributions of IGNOU has been making available to long-distance learners courses which were hitherto exclusively limited to face-to- face classroom transactions. These include programmes in physical and natural sciences, nursing, health, engineering and technology, computers, library and information sciences and B.Ed. degree, among others. A dedicated faculty, trained in distance education methodology, is responsible for planning, designing, developing and delivering academic programmes. An innovative Bachelor of Arts programme in Applied Sign Language has been launched in collaboration with the University of Central Lancashire (UcLAN) of Britain. The programme is the first of its kind in the world. The University has made a significant mark in the areas of higher education, community education and continual professional development. The University has been networking with reputed public institutions and private enterprises for enhancing the educational opportunities being offered by it. As a world leader in distance education, it has been conferred awards of excellence by the Commonwealth of Learning (COL), Canada, several times. In January 2010, it was listed 12th in the web metric ranking of the Indian universities, based on the caliber of its presence on the Internet.
In a move to uplift the Distance Learning, the Government provided a thrust through open and distance learning system. The Distance Education Bureau is an apex body for the Open and Distance Learning (ODL) system in the country. It is responsible for promotion, coordination and maintenance of standards of the ODL system. Currently, there are one National Open University (IGNOU), thirteen State Open Universities (SOUs) and more than 140 Distance Education Institutes (DEIs) functioning under conventional universities and private/ autonomous institutions that come under its purview.
The open and distance learning system in India has emerged as an important mode for providing education to diverse sections of society. Besides, the changing dynamics of the ODL system in the last six decades have been encouraging. With the proliferation in the ICT, the boundaries of classroom or campus are becoming blurred. As it is said, the temporal and spatial boundaries have disappeared. The impressive number of ODL institutions in the country bear testimony to the fact. Single-mode open universities increased from four in number during the 8th Plan period to 14 in the 10th Plan period. The number of dual mode universities offering programmes through the distance mode (DEIs) has risen to more than 200. This is due to the fact that the growth in the infrastructure for face-to-face instruction is unable to match the educational demands of the ever-increasing number of aspiring students. In the last six decades, the ODL system has registered a phenomenal growth in the context of expansion and diversification of higher education.
