Overview of the IRS exam

IRS is one of the hardest exam conducted by the government organizations. Also, including the exam duration is more (extended 1 year), depth of the syllabus and obviously, the competition involved.
The IRS examination is conducted in three parts that are Preliminary (objective) – is normally organized in August and second – Mains (written), is organized near December. After clearing Mains, the candidate will have to face interview/personality test during April-May time. The final result generally comes in June. Likewise, a year is spent in exams only.

Keeping in mind the importance of the post in the country, UPSC introduced some relaxation in different cases and new eligibility criteria are promoted now onwards.Change in upper age limit and change in a number of attempts by the candidate for an aspirant of the UPSC Civil Service Examination with from 2015.
As per the information collected by the official website of the Department of Administrative Reforms and Public Grievances, it is noticed that there is great news as the upper age limit will be 37 years for SC/ST aspirants with infinite attempts; 35 years for OBC with 9 attempts; and 32 years for the general category aspirants with 6 attempts. For Jammu and Kashmir domicile, the relaxation in upper age is 37 for general, 42 for OBC, 42 for SC/ST and 50 for PH.
Government provide some relaxation for the Ex-serviceman with five years duty, 37 for the general category, 40 for the OBC and 42 for the SC/ST. Disabled Serviceman Discharged From Duty is also relaxed as 35 for the general, 38 for OBC and 40 for SC/ST.
Some extension in the handicapped category aspirants is also as the age limit tends to 42, 45 and 47 years for General, OBC, and SC/ST category respectively while the number of chances to pass is 9 for General and OBC and infinite for SC/SC category.
There is some limitation for OBC and SC/ST candidates as follows:
Candidate should belong to a Scheduled Caste or a Scheduled Tribe till a limit of 5 years.
Candidates concerned to Other Backward Classes are eligible if they belong to that particular from last 3 years minimum.
The candidate had ordinarily been domiciled in the State of Jammu & Kashmir till 5 years that is during the period from the 1st January 1980 to the 31st December 1989.
Till a limit of 3 years in the case of Defense Services personnel disabled in operations during hostilities with any foreign country or in a disturbed area and released as a consequence thereof.
Candidates who served them as ex-servicemen including Commissioned Officers and ECOs/SSCOs nd released after at least five years due to the case of completion of assignment (including those whose assignment is due to be completed within one year from 1st August, 2015) otherwise than by way of dismissal or discharge on account of misconduct or inefficiency, or on account of physical disability attributable to Military Service.
In the case of the handicapped like the condition of blind, deaf-mute and orthopedically handicapped persons have the disorder from last 10 years.
In the case of the ECOs/SSCOs who have completed the infant period of assignment of five years Military Service as on 1st August 2015. Also, the candidates whose assignment is expanded beyond five years and in whose condition the Ministry of Defense issues a certificate that they can apply for civil employment.
Physically disabled aspirants have relaxed the rules only when aspirant is appearing for the examination conducted for the disabled specially and in other condition, if it is found to fulfill all the requirements of physical and medical standards for the concerned posts to be granted to the physically disabled candidates by the Government.
Eligibility on the basis of academic qualification:
Candidates to hold a degree of any of Universities integrated by the Act of the Central or State Legislature in India or other educational institutions introduced by the Act of Parliament or announced to be known as a University Under Section–3 of the University Grants Commission Act, 1956, like DU, MGSU ,MU etc or tends to an equivalent qualification are got benefitted by this scheme.
Aspirants going to appear for the cleared examination or waiting for results for the same can also make an attempt for the Preliminary Examination again. Preliminary passed candidate must carry documents of proof of having cleared that exam along with their application for the Main Examination with them while sitting for the Mains examination.
As an exceptional condition, The UPSC has also the power to treat a candidate without the asked required qualification as an eligible candidate if he has passed an examination organized by any other institutions, whose standard can justify his admission in the terms of the Commission.
Medical students have special benefit by the government, A candidate who has just cleared the last year of MBBS or any other medical examination but has not completed his/her internship can also sit in the Mains Examination. However, the candidate should have the certificate from his/her authority of an institution that he/she have passed the final professional medical examination along with their candidature application. But if the candidate is cleared in the Mains, then for the interview candidate must have a certificate from a known authority that they have completed (including internship) all the mandatory for the achievement of the related Medical Degree.
At the end, the competition is tough so cracking an IRS exam is not an easy task as mentioned before. It is one the toughest competition exam to get through, but that does not imply, it is possible only when a candidate has appeared with right attitude and approach.
On the basis of nationality: Indian citizen can only appear for the IRS/IPS services.
For other UPSC services, a candidate should be either a citizen of India; a subject of Nepal; a subject of Bhutan; a Tibetan refugee who came to India before 1st January 1962 with the thought of permanently settling in India; Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam migrants with the thought of permanently settling in India.
Ineligible for exam:
A candidate is banned from being eligible to compete at this examination if he/she is appointed to the Indian Revenue Service (IRS) or the Indian Foreign Service (IFS) on the results of a preceding examination and is also a member of that service.
The candidate is also banned for examination if he/she is appointed as IRS/IFS after applying for the Preliminary Examination of Civil Services Examination. He/she can continue to be a member of that service.
Candidate appeared for the Mains and also appointed for the IRS/IFS services before the examination, and continue to be as IRS/IFS, then he should remember that he is no more eligible for the IRS/IFS post. He/she shall be banned to be a part of both the service/post on the basis of the result of the examination.
About Exam pattern: The exam is conducted every year in two stages, i.e. Civil Services Preliminary and Mains Exams.
The Preliminary exam consists of multiple choice question type of paper. In this paper candidate’s General Studies and Aptitude is going to be checked.
Civil Services Mains examination is a subjective paper. This paper checks a candidate on basically nine papers and an interview.
There are three levels in the Civil services Examination and it takes almost a year from preliminary examination test dates to the announcement of the UPSC results. These levels are so called phases of the UPSC exam.
Phase I: Civil Services examination – Preliminary is organized in the month of August every year. Results are normally declared in mid-October.
The Preliminary Examination will consist of two objective type papers and carry maximum 400 marks.
The Preliminary Examination obtained marks by aspirants qualified for admission to the Main Examination is not considered in the final recruitment process.
Phase II: Civil Services Mains examination is organized in the month of December every year, candidates who cleared the Civil Services Preliminary exam can only appear for this. The result for the Civil Services Mains examination is declared around in the month of March.
What number of students is appearing for mains is about twelve to thirteen times the total approximate number of vacancies to be filled in the year for various Services and Posts.
9 papers of long essay type questions are in the Mains examinations. And minimum marks are decided by the commission earlier then, commission opts personality test of the aspirants by inviting them.
Phase III: Civil Services Personality Test (Interview) is the last stage. It is organized in the month of May every year. Notifications for the forms are normally notified by April to the qualified candidates.
